Chief, White Plains Police Department 

Joe Castelli has been chief of police at the White Plains Police Department since July of 2019. Prior to that he was the assistant chief, captain and commanding officer of the detective division and captain and commanding officer of the patrol divisions. He is a 32 year veteran of the department and oversees the management of uniform services, all investigative units, personnel and information systems.

He has a bachelor of science in organizational management and an associate’s degree in criminal justice. He attended the FBI National Police Academy and is a member of the FBI National Academy Association.

He is also a member of the IACP, NYS Chiefs of Police Association, and Westchester County Chief of Police Association and is the chair of the WCCPA Domestic Violence Committee. He serves as the police chief’s representative to the County Domestic Violence Council.

Joe is a NYS certified police instructor and trains extensively with the Domestic Violence High Risk Team as well as on police ethics.
