Westchester/Bronx Regional Security Director
Community Security Initiative
William Hayes is the Westchester/Bronx Regional Security Director for the Community Security Initiative, a joint project of the UJA Federation and the Jewish Community Relations Council of New York.
The Community Security Initiative is a multi-year program, which covers Nassau, Suffolk, Westchester, Rockland and the five counties of New York City. Its goal is to enhance security by improving the physical security of institutions, providing staff training, providing threat intelligence, assisting with assessments and grant applications, enabling connectivity with law enforcement and supplying real-time communications system that links the Jewish institutions in our region as part of an emergency communications system.
Mr. Hayes served as a police officer for nearly thirty years, serving in a wide range of assignments including patrol officer, certified training instructor, pilot, patrol supervisor, detective bureau commander and Chief of Police, before retiring in 2014.
From 2014-2018, he served as the Executive Director of the Westchester Intelligence Center (WIC), a partnership between the Westchester County District Attorney’s Office and the NY/NJ High Intensity Drug Trafficking Area (NY/NJ HIDTA). There he led a team of sworn and civilian personnel providing criminal intelligence, crime analysis, and investigative support using cutting edge technologies to over 40 law enforcement agencies at the local, state, and federal levels.
Mr. Hayes holds a Bachelor’s Degree in Criminal Justice from Mercy College, a Master’s Degree in Management from the Johns Hopkins University and a second Master’s Degree in National Security Studies from the Naval Postgraduate School, Center for Homeland Defense and Security. He is also a graduate of the FBI National Academy, 226th session.
